American Catholic Church?

Some Catholic Bishops have formed a break-off Catholic Church, called the American Catholic Church. Has the Roman Catholic Church made a ruling on whether this church is valid?

On their web page they claim to be part of the Old Catholic Church, and further state:
“At the Vatican on 16 June 2000, Pope John Paul II ratified and ordered the publication of Dominus Iesus. This Declaration of the Congregation for the Doctrine of the Faith was signed and published by Joseph Cardinal Ratzinger (now Pope Benedict XVI) in August of the same year. In this Declaration, the Roman Catholic Church recognizes the validity of Orders and Sacraments of Old Catholic denominations:”

Any help would be appreciated. My brother is to be ordained in the American Catholic Church and I am trying to find out if I can participate?

The American Catholic Church is a church that is in schism from the Roman Catholic Church. Their clergy are validly ordained. However, because their clergy are not in union with the Roman Catholic Church and do not have faculties, Catholics cannot do the following in the ACCUS:
  1. fulfill Sunday or holy day obligation
  2. validly marry
  3. validly have their sins absolved
