Well, hold the election again under the same guidelines as pre pandemic times. No mail in ballots. In person only unless one qualifies for an absentee ballot just as before the pandemic.
 
The best thing would be to keep on having elections until you get the result you want.
 
In the age of nothing is true and everything is possible, who would know?

After changes dealing with local sensitivities had been negotiated.

One key problem with the UK referendum was it was an In/Out with no consideration of what the in/out actually meant - thus Brexiteers were able to waffle on about how the UK could have its cake and eat it, all the advantages of being in the EU with none of the disadvantages.
