The act of making a decision I have been told requires an intellect and also ability to reason.

Angels are one kind of God’s creations. If intellect is superior to reason and the Angels have been given intellect…1…Do Angels have a free-will?

We all know that Lucifer was expelled from heaven. I presume that Lucifer made a decision contrary to God’s wishes. 2. Did Lucifer make a decision?

Yes according to the Catechism angels have free-will.(CCC329-331) that’s why as you point out Lucifer was able to reject God and become fallen
If intellect is superior to reason and the Angels have been given intellect
Is intellect superior to reason? I would think that reason and intellect go hand in hand but I would probably have to say reason is superior to intellect

The will of an angel is irrevocable – Once a decision is arrived, it is not changed. The Catechism says:
THE FALL OF THE ANGELS
391 Behind the disobedient choice of our first parents lurks a seductive voice, opposed to God, which makes them fall into death out of envy. Scripture and the Church’s Tradition see in this being a fallen angel, called “Satan” or the “devil”. The Church teaches that Satan was at first a good angel, made by God: “The devil and the other demons were indeed created naturally good by God, but they became evil by their own doing.”
392 Scripture speaks of a sin of these angels. This “fall” consists in the free choice of these created spirits, who radically and irrevocably rejected God and his reign. We find a reflection of that rebellion in the tempter’s words to our first parents: “You will be like God.” The devil “has sinned from the beginning”; he is “a liar and the father of lies”.
393 It is the irrevocable character of their choice, and not a defect in the infinite divine mercy, that makes the angels’ sin unforgivable. “There is no repentance for the angels after their fall, just as there is no repentance for men after death.”

True once made they don’t change their minds this is because they have literally all the information to make a fully informed decision, and there is no argument that can be made that will make them change their minds but the initial decision is freely made

The angels, I believe, exist outside of our time frame, and from our perspective, would appear to be constantly accepting God’s grace and working to bring humanity closer to God, or constantly rejecting God and attempting to tear down His creation.

As mentioned above in the quote from the catechism, they made there final choice analogously to our final choice upon death. Their choice is a free choice, but they are a whole other order of Creation, and from our current, mortal perspective, we can not fully comprehend this choice. After our death, maybe we’ll understand!
