They consider it a sacrament, does that mean it is considered valid in the eye’s of a Catholic Church if an Evangelical marries a Catholic in an Anglican church/service?

I don’t understand why the Catholic Church teaches that a marriage between 2 baptized protestants is sacramental, and a marriage between a Catholic and non-Catholic that is not witnessed by priest or deacon is not. It is a violation of the proper form of the Sacrament (all sacraments have matter and form).
 
As far as I know (may be wrong), if the Catholic has recieved a dispensation from their bishop to be married outside the Catholic Church, then the marriage is valid and considered sacramental.

All Catholics are bound to celebrate the Sacrament of Marriage according to Catholic Canon Law. Other Christians are only bound to celebrate the Sacrament of Marriage according to their own church law.
