Has the catholic church welcomed the Anglicans church members to partake of the sacrament of the Holy Eucharist at mass.

No. There is an Anglican Ordinariate for former Anglicans to come into the Church, but if you are not a Catholic then you should abstain from receiving the Eucharist at mass
 
Only in highly unusual cases, like in danger of death when they have no access to their own clergy. And even then only if they sufficiently believe in the Real Presence.

Even then only with the inclusion of dispensation by the bishop or conference of bishops, according to Canon 844 § 4 AAAAAAAND the same standards still apply to them as to Catholics so they would have to be aware of no mortal sins… so would probably have to partake in reconciliation first as well.
