My parish always has at least 1 to 3 minutes of announcements at the end of mass (but just before the final blessing). What perturbs me is that the priest begins his final prayer of blessing (we are standing) and then breaks for his announcements, breaking the continuity of the final prayer. All the while we remain standing. Occasionally, someone other than the priest is invited to give his special announcements which typically lasts another 3 minutes or so. (almost without fail, the congregation breaks into applause after such a special announcement–but this is another topic covered at length in another thread!)
I am wondering if this practice is customary in most your parishes? Why do we have bulletins when the priest reiterites its contents during the Mass? Ultimately, there is probably nothing particularly wrong with making announcements during Mass, but from my perspective, find them unnecessary and disruptive.
