Each diocese has a tribunal that actually handles the annulment, but your local priest is always a good place to start the process.

Thank you. It may not be as difficult as I was thinking it would be.
I looked for more information, but I could not find any. In general, the rule is that as long as you can establish the required conditions for nullity in some manner, the cooperation of the ex-spouse is not directly necessary. Just FYI, here is an example of the form that must be filled out in these cases (called ligamen). It is from the diocese of Birmingham, Alabama; each diocese will have a slightly different form.

Note that the ex-spouse will be always be contacted by the tribunal, and given the opportunity to participate, even that opportunity is declined.
