Annulment from other than a Tribunal?

Someone I know claims their marriage is being reviewed by the Vatican at the request of a local Cardinal in order to obtain a Decree of Nullity instead of going through the diocesan tribunal. Has anyone ever heard of such a route? Is this possible? What would be the conditions under which this would take place?
 
A marriage between a non-baptised person and a baptised person can be dissolved, not nullified, by the Holy Father in Favor of Faith. It’s called a Petrine Privilege. There is also something called a Pauline Privilege. Do a Google and you will find lots of information about this.

Maybe your friend is refering to the Petrine Privilege.
 
While the Petrine, or Favor of the Faith, cases are decided in Rome, the Tribunal usually reviews and perfects the paperwork. Rome isn’t very patient with errors in the paperwork. The Diocesan Canon Lawyers are in the Tribunal.
