I want to know that when we in full conscience declared our consent to marry. Is it really true that this marriage is complete in God’s eyes only once the marriage is consummated or is the marriage complete the moment we declared it at the alter?

It depends on what you mean by complete?

All other things being equal:

Consent makes a valid marriage.

Consummation makes a (already valid) marriage between baptized persons indissoluble.

I think that tee is probably correct.

Some information here: cuf.org/Faithfacts/details_view.asp?ffID=97

Also, you can research yourself through Google. I entered … catholic - must a marriage be consummated … and came up with a few sites you could have a look at if you wish.
