To someone new, I would never ever recommend the 4 volume set. For that matter, not even the one volume set. Cost wise and experience wise, I would recommend the thin, single volume Shorter Christian Prayer, which contains Lauds, Vespers and Compline. Unless people have a strong familiarity with the LOTH, it is easy to get buried and lost in it (including the large one volume Christian Prayer).
Saying the Office can be daunting to neophytes; and even with only three of the hours, it can seem complex and confusing. Adding in even more material isn’t much help.
And as an aside; I have the 4 volume set; but when I entered minor seminary in my first year of college, we all used the Shorter Christian Prayer. No one that I recall had any more.
