Any good service to adopt a Syrian refugee baby or child?

My mother is thinking about adopting a Syrian child. Do you know of any good services that provide adoption for them?
 
That is a very kind thought.
However I googled adoption from Syria and found an article that discourages it, here.
Apparently the first priority is reuniting children with their parents or other family members. It also says that Syria does not allow international adoption.

As the article states, adoption is a long process that happens slowly. And there are many children waiting for families both in this country and others, such as China.
For the US, for us the simplest route was to become licensed as foster parents for adoptable children. Once we had a license, we had our son placed within three weeks.

Keep in mind, the Syrian refugee children will have emotional and possibly physical disorders resulting from their situation that may require significant and long lasting treatment. Our children both came with ADD and Attachment Disorder, even though they were in relatively stable homes in this country. It seems as if it would be better for the Syrian children to be placed in homes similar to what they’re used to.
