Any other parishes have EMHC 'jump in'?

I have been told by my pastor that this occurrence is first among the reasons my parish does not routinely proffer the cup.

*"I cannot get 3 *[3 !] EMsHC to reliably show up or substitute themselves – It would be irresponsible to compound that problem."
