Any restrictions on a Catholic cleric delivering homily at Anglican mass?

Reading through the schedule of events for the reburial of Richard III in Leicester, I was surprised to see one item (brackets are my comments):

Wednesday 25th March
13.00 Father David Rocks OP, the parish priest of Holy Cross Parish [Catholic], will preach at the lunchtime Eucharist in Leicester Cathedral [Anglican], which will be celebrated by Sister Beverley, a Franciscan Anglican priest.

Are there any restrictions as to when Catholic clerics can and cannot participate is services such as this?

You will notice a Catholic Cardinal is also involved.

Assuming the Catholics do not receive communion nor say anything that isn’t orthodox; I think its fine.

After all, King Richard was a Catholic. So I think it’s a good thing that the Church of England is including the Catholics in this.

Considering that Richard III was a Catholic, it is good that they invited a Catholic to speak at this memorial service, isn’t it?

A Catholic may not receive communion at an Anglican service, of course. Note that Cardinal Nichols will also hold a Requiem Mass.

Yes, there are restrictions and requirements. See the Vatican Directory on Ecumenism. I won’t list them all. I will just refer readers to the document.

For those of us on the outside, given the high profile of the event, and the participants, we can safely presume that whatever permissions were needed were given by legitimate authority.

One thing that can never happen is for a Catholic priest to simulate concelebration with one who is not a validly ordained priest. A priest can preach (it’s possible), but he can never attempt to concelebrate (canon 1365).
