Anyone care to sum up the story behind a quote by St. Basil?

I do not know why St. Basil said this and I think if I knew the story it would help me understand the defensive stance of some traditionalists I know in my parish.

St. Basil wrote this in a letter thanking Western Christians for their support against Arianism which was supported by many Eastern Bishops. See

Catholic “traditionalists” often quote this to dramatize their supposed “persecution” by other Catholics or to denounce the evils of “post-Vatican-II” Catholicism.

St. Basil would have certainly supported the genuine teachings of Vatican II.
