Apostles Creed Replaced Nicean, Psalm not from Missal?

1)At Mass, is ok to replace the Nicean Creed with the Apostles Creed?

2)At Mass, can the Psalm not be from the Missal?
 
From the version of the General Instruction of the Roman Missal at vatican.va/roman_curia/congregations/ccdds/documents/rc_con_ccdds_doc_20030317_ordinamento-messale_en.html

“61. … In the dioceses of the United States of America, the following may also be sung in place of the Psalm assigned in the Lectionary for Mass: either the proper or seasonal antiphon and Psalm from the Lectionary, as found either in the Roman Gradual or Simple Gradual or in another musical setting; or an antiphon and Psalm from another collection of the psalms and antiphons, including psalms arranged in metrical form, providing that they have been approved by the United States Conference of Catholic Bishops or the diocesan Bishop. Songs or hymns may not be used in place of the responsorial Psalm.”

The Order of Mass in the Roman Missal has:

“19. Instead of the Niceno-Constantinopolitan Creed, especially during Lent and Easter Time, the baptismal Symbol of the Roman Church, known as the Apostles’ Creed, may be used.”

Just to add, as far as the Psalm, sometimes there are “common” psalms for a particular season that can be substituted for the proper Psalm of the day.
