Apostolic actions as prayer?

On October 7, 2012, Pope Benedict XVI declared Saint John of Avila a Doctor of the Church.
Benedict XVI said that John “was gifted with an ardent missionary spirit. A man of God, he united constant prayer to apostolic action.”

Can apostolic action be considered a form of prayer?

I believe that praying for the conversion of others is the highest form of apostolic action.
