The first thing to understand that nothing written by a successor of Peter will ever be considered scripture or even anything close to it. In the ranking of papal publications an encyclical is considered binding on all the faithful since it is normally addressed to the whole world and its message is more applicable to all men of all ages. Other letters may be only addressed to the faithful in certain countries or areas and discuss certain time specific or are specific problems.
