Appendix in the Latin Vulgate?

I recently purchased a Latin Vulgate and noticed at the end in an appendix are three additional books. They are 3 Esdras, 4 Esdras, and the Prayer of Mannaseh.
I was just curious the history of these texts and when were they put into an Appendix? Were they at one time regarded as scripture by the Church?
 
Good question. I read somewhere that 3&4 Esdras is in the Ethiopian bible.
