Appropriate for a layperson to speak after homily?

Just a brief question: Is it ever appropriate for a layperson to speak immediately proceeding the homily? I ask because I was asked to do this, but won’t if it’s inappropriate.

Only the ordained can give the homily. However, if there is some kind of announcement to be given, I believe that it is alright; although I thought that, in the current Rite, this is done after communion and before the final blessing. In the traditional Latin Rite, announcements were given immediately before the homily. I don’t have my copy of the current General Instruction of the Roman Missal so I can’t double-check at the moment.
