Archbishop George Hays on salvation outside church

Does anyone know Bishop George Hay’s stance on salvation outside the Church? I’ve read on one site (franciscan-archive.org) that he states absolutely no one is saved outside the church. However, on Catholictradition.org, he acknowledges baptism of desire.
Now im not sure of the validity of those sites can anyone tell me the true facts?
