Yes, you are correct. This re-assignment and rehabilitation effort took place in the sixties, seventies and eighties. Believe it or not, it was once thought that such people could be rehabilitated. Now, there is such zero tolerance that often even unsubstantiated allegations can result in dismissal from the priesthood. Those that are convicted or substantiated as abuser are children are not allowed to again deal with children in the Church.

I think you will see that most of the news today deals with events in the past. Still, the Archbishop is right in not letting the scandals slip off silently without learning all that can be learned, with an open mind, so that mistakes will never be repeated.
