Many things are said about this, both for and against, as this article points out. This article also brings up the fact that New York’s governor Cuomo enthusiastically signed the most radical pro-abortion law of any state in the United States–but says he is a Catholic.

This article goes on to say the Church recognizes that “there is a sense in which a bad Catholic ceases to be truly or fully Catholic, but there is another sense in which he still is Catholic.”

It has been stated over and over that many Catholics will end up in Hell. Popes, Bishops, Priests and Laity.
And the Demons will take special pleasure in tormenting these for as it is written in:
Hebrews 6:5
Those who, despite having tasted the good Word of God and the virtues of the future age, have yet fallen away.
 
This simply means we must pray harder for Cuomo. We should pray with the goal of trying to keep as many people out of Hell as possible. Who knows if they might not repent as they are dying.
 
On one hand, yes seems like a nice answer because it cements the idea on how Catholics are all one big family but on the other, isn’t it kinda problematic on how Dioceses use somewhat inflated numbers by counting people who are technically Catholic but not practicing or active because if they were shown the other figures (mass attendance/involved in parishes/involved in sacraments (though counting confessions does seem like breaking confidentiality) then wouldn’t the Church be more aggressive (proactive and mindful?) in reaching out and bringing people back in the fray or is it more likely it would more despair, desolation, negativity and pessimism among Catholics?

How exactly are you going to arrive at a correct number? Make everybody carry a punch card showing they went to Mass X times and Confession Y times in the past year? People are all over the map with their practice habits. If they even still bother to call them self Catholic, then they are part of the team afaik. I also don’t believe people can be effectively evangelized into the fold except by kindness, a good example, and prayer, all of which we already try to do.
