Are Bishops bound to say only what the Church holds?

Can a Monsignor or Bishop propound views of their own, or must they speak only strictly according to the true teaching (even when they don’t fully find the base of it in their own beings)?

They’re welcome to give their own opinions - and frequently do. They should be careful not to spout off something contradictory to Church teaching, but it could (has) happen, and then, they - like the rest of us - need to own the mistake and correct themselves. However, in this day and age, they would be prudent to choose their words carefully in light of Church teaching.
 
It seems that the US bishops have advocated immigration policy that is not that of the Church in general.
 
Oh, how I wish and pray that were true!! They should actually only speak about what the Church teaches and not go spouting off their own opinions that, unfortunately, are not always in line with Church teaching at all. When they say ridiculous things like, “We have a reasonable hope that all men will be saved.”, I really wish they’d just shut up and zip their lips!! 🤐 😡

Sorry… this is a very sore subject for me. 😳

Church teaching comes about, in part, by discussions among bishops. If bishops aren’t free to discuss and debate some of these issues, you’re cutting of the source of the teachings you expect them to endorse.
