Are ghosts souls in purgatory or hell?

I started an apologetics discussion group at my parish, and the next topic is Heaven, Hell and Purgatory. One of the women in my group asked if I´ll be talking about ghosts; it wasn´t exactly in the plans, but I would like to find out. How do we assimilate the idea of ghosts as Catholics? Are they souls in purgatory or hell? Thank you!
