My girlfriend is in the process of converting to Catholicism from Protestantism. Are non-Catholic Christians allowed to pray the rosary?

Certainly. Indeed, some non-Catholic Christians (e.g., Anglicans) do so as part of their personal Marian devotion. If your girlfriend would like to pray the rosary, she is welcome to do so.
