Are persons with mental issues excused from Hell?

My grandmother was not a practicing catholic, and I honestly believe that she had a mental disorder. Unfortunately, she raised me and was not a very good person. She did not attend church or go to confession and died in hospital. Does she, and others like her including mentally retarded, receive some special treatment that would excuse them from Hell? She was quite mean and hurtful.
 
We are judged by God according to our ability to respond to His grace and love and how we did or did not. Individuals with mental illnesses are obviously not always completely free in their behavior choices and in those areas are not culpable. However it is very rare that someone is completely not free in all their choices and actions. Even individuals with special needs have some level of freedom and make varying degrees of choices.

Ultimately only God can truly and justly judge a person’s freedom and responsibility.
