Are priests and deacons the only ones to give a homily?

At mass today instead of the priest giving the homily a woman stood up to give the homily. You could tell she must’ve been a motivational speaker or has had lots of experience speaking in front of large crowds. The priest, however, does have trouble walking and uses a walker…but he doesn’t have any difficulty speaking. I don’t know exactly the reason why they needed her to give the homily but I couldn’t help but feel bothered by this. I am so used to hearing priests and deacons give the homily that this just took me by surprise. Am I way in over my head or is this something that I should worry about and, perhaps, address to the priest?
