Are shorts appropriate church attire?

Now that summertime is here, I’ve noticed more people wearing t-shirts and shorts to Sunday Mass. Is this appropiate church attire? Is it because parishoners will be at mass for an hour, they see no reason to bother dressing in their Sunday’s best?
