Are there any Dioceses that do NOT celebrate Mass in the vernacular tongue?

The Second Vatican Council allowed (but did not require) local Bishops to translate Catholic rites into the local language (subject to Vatican approval).

Are there any Bishops who have not availed themselves of this privilege in their Dioceses?

No. I understand that by 1972, the Vatican had approved translations for every Episcopal area in the World.
 
Does anyone know if there is an official approved ASL translation of the Mass? Sorry, this question is a slight tangent. I think all dioceses have Masses that are in the vernacular, however, not all dioceses have only one vernacular. Of course, there are some Latin-only parishes too.
