Are there any exceptions to only Catholics receiving Communion?

In a recent training for Eucharistic ministers the question came up about whether it was “right” for ministers to give Communion to someone that they know is not Catholic/ For example, if they are taking Communion to the home bound and one spouse is Catholic and the other is not. Or, during jail ministry at a prayer service where some inmates are Catholic and some are not? I would like to get references from you about where I can find this information in our Church teachings.
