Are there any verses that say that when engaging in a discussion, we should stick to the topic?
 
No, I don’t think I’ve ever run across a verse that indicated that.

Leviticus 7:10 whereas all grain offerings that are mixed with oil or are dry shall belong to all of aaron’s sons without distinction. 😃

If you want to look for verses about how to carry on a discussion, proverb books are probably your dealie.

For example, Sirach 5:11-14:

“Winnow not in every wind and do not start off in every direction. Be consistent in your thoughts, steadfast in your words. Be swift to hear but slow to answer. If you have the knowledge, answer your neighbor; if not, put your hand over your mouth.”

Also, we have the famous introduction to 2 Maccabees, which explains that it’s darned hard work to edit and abridge a book so that it will be useful for all.

However, other than discussions about fools multiplying words and people avoiding uncomfy topics of their own sin, there’s not a lot of talk about staying on-topic. Jewish people like long discussions that range widely, and Jesus’ preaching doesn’t seem to have been much different.
 
I cannot think of anything better than -

“Let all things be done decently and in order.” (1 Cor 14:40)
 
Why do you need a verse of scripture? Just say: "I’d love to address that but we were talking about (whatever it was). Learn to discipline yourself so that you can listen to the interlocutor’s full comment and then guide him back to where you left off. Then say, “You have introduced some challenging points. Where were we?” And then go back to what you need to cover.
Since in most one-on-one discussions we don’t have the moderators around to step in and say, “Reminder: Please stay on topic!” – we just have to moderate ourselves.
