Are we allowed to judge?

I know someplace in the bible there contains a passage where Jesus tells his disciples to not judge. Counter to this, I was watching EWTN and Mother Angelica was saying that the Church is judgmental since it judges only on what Christ has instructed. How should a Christian judge in everyday life?
