Are we already saved?

A Lutheran Minister friend states that St. Paul’s letter to the Romans states that “we are saved by faith, and not by works of the law.” refers to any good works while most Catholic [and Protestant] biblical scholars say that “works of the law” refers to circumcision, etc. He also quotes Ephesians 2: 8,9, & 10. How would you explain to him and any Protestant that we are not already saved, or are we?
