Are we ever excluded from Confession(?)

What you said was incorrect, nobody is barred from going to confession. However, as others have posted the sacrament includes confession, contrition, intent of not repeating the sin and words of absolution, if any one of those is missing the sacrament is not granted.
So going to confession is then pointless. What’s the point in going if you don’t receive absolution.

It is not pointless, it is the first step in developing an understanding of our sin and to receive proper catechetical instruction and spiritual direction from the priest. God’s graces are not limited to the completion of the sacrament itself and the metanoia can still happen at a slow pace. In life a lot of time people first learn to acknowledge a problem, then to say I am sorry, and then to make reparation for it. No effort is wasted when we try to get closer to God, even if it is not at the speed that we wish for or at the conditions that are convenient for us.
 
If a Catholic man is cohabiting with his homosexual partner:

Is this “living in a state of sin” ?

Does this preclude that Catholoic man from Holy Communion ?

Does this preclude that Catholic man from Confession, if his living arrangements prevent him from making a firm resolution *not to sin again *?

All other comments regarding such a situation are welcome : constructive criticism please.
I think - this man wouldn’t be able to receive Communion, and in order to fully confess his sin, and be granted forgiveness, he would need to have the resolution not to sin again. If he doesn’t have this resolution, he is not repenting, and the Confession is invalid.

In order to have true repentance, this man would need to either - first move out and get his own place, or, if this is impossible for financial reasons, perhaps he could make it clear to his partner that he intends to be celibate from now on, and change the arrangements ie maybe have a separate room. Moving out is best though ,because putting yourself into an occasion of sin is a sin in itself (if it is done willingly).
