Are we exempt from the meat abstinence on Fridays of Christmas & Easter?

We never eat meat on Fridays most of the year, but always during the Christmas and Easter seasons. I saw a church calendar say this is OK without doing another form of penance, but some on the forum say it’s only OK during the respective octaves. What is the Church’s stance on this?
