What am I missing? Where does it say it has been voted poor, how does it get that rating and who does the voting?

You can change the rating by going th the top of the thread and clicking on the stars. Then just choose your rating. it’s all subjective and usually the only ones who rate a thread are those who have strong feelings one way or the other.
