Yes, If you have the Holy Spirit in you then you have power over sin. If someone does not have the Holy Spirit in them then they are a slave to sin.
Having the Holy Spirit in you gives the ability to choose righteousness over sin.

I would say ‘yes’ we are powerless to sin,.
To be fair, the author of sin is so far above us in power and intellect, it is no small wonder us mere mortals are so powerless.
