Are we supposed to confess habitual sin?

Hi there! God Bless All of You!

This question has been on my mind for SO LONG, I would love to hear and answer so I can continue to grow in my faith and be in state of grace always.

If one is in a state of grace, and they start to masturbate a little bit, but they stop because they don’t want to sin, but since they are aroused, they start again, but since it’s wrong they stop, and stop for good. They don’t complete the act of masturbation.

Does that person still need to go to confession, is that person in a state of mortal sin? Can they still receive, even if they did not complete the act (ejaculation)? Thank you so much!!!

I searched hours on the internet and couldn’t find this answered so I am excited to find out. This way I can I know if I can receive or not.
