Are women in pants immodest?

Dressing with Dignity, a book by Colleen Hammond says that wearing pants is a sin. The book uses bible verses, and various quotes from authors such as Dr. Alice Von Hildebrand and saints and popes, including one from Pope Pius XI (I think) to prove that a woman or female child wearing pants is immodest, that all skirts must cover the knee when sitting, that shirt sleeves must reach the elbow and cannot be cut lower than the fingers below the pit of the throat. Further the book suggest that swimming in public is a sin. Now I am not trying to justify miniskirts or skimpy bikinis. I certainly found some good points in Mrs. Hammonds book and eliminated some things from my closet. However, some of those things seem a bit extreme and I can’t seem to find any doctrine explicitly confirming them. Just a lot of arguments of people who agree and don’t agree. I’m not interested in people’s opinions, I just want the to know is there is actual doctrine to support what the author is saying. I have asked a few priests in my area, most have said no. I also called in to a catholic talk show and they said not anything officially says what exactly can and can’t be worn.
