No, no. I mean like how St. Pio and St. John Vianney could tell what sins people needed to confess. The Apostles could tell whether someone had the Holy Spirit or not by means of the gift of discernment - they could read the hearts of the people.

Someone who has the Holy Spirit has all the gifts, but speaking in tongues is the obvious sign that someone has the Holy Spirit. Paul spoke in tongues although it is not described in the book of Acts.

You can’t just say, “Everyone had the gift of tongues; therefore St. Paul had the gift of tongues, even though it’s not in the Bible” unless you say how you know that everyone had the gift of tongues. (Don’t say “It’s in the Bible,” because you have just already admitted that it isn’t.)

It is not found in the Bible, and the Holy Tradition never heard of such a thing. So, where are you getting this from?

There is nothing worse than a person who uses God’s word to beat people up and claims they are doing God’s work. Ask him to tell you what edification and exhortation means.

Can every person who has received the Holy Spirit, prophesy ?

Only if they have received that specific gift from the Holy Spirit.

1 Corinthians 12: (KJV)
7 But the manifestation of the Spirit is given to every man to profit withal.

9 To another faith by the same Spirit; to another the gifts of healing by the same Spirit;

an obvious sign, not the only sign, and to not speak in tongues does not equate to not being gifted.

My question was, since the idea that everyone who has the Holy Spirit will speak in tongues comes neither from the Scriptures, nor from the Holy Tradition, then where does it come from, and how can you be assured that it is really true?
