Now the USCCB should restore the Feast of the Immaculate Conception (the Patronal Feast of the 🇺🇸) to a HDO. That really irked me too.
Sorry to the OP for the sidetrack, but…

I believe the Feast of the Immaculate Conception still IS an HDO in the US. The only times it would not be is when it falls on the Second Sunday of Advent. Since Second Sunday of Advent has higher precedence in the General Roman Calendar, Feast of the Immaculate Conception is moved to Monday (Dec 9) those years. When that happens, the obligation does not move along with the feast. My understanding is that the USCCB has nothing to do with this. (Saturday/Monday rules do not apply, just as they do not apply to Dec. 25 (Christmas)).
 
Thank you for listing the bishops’ reference to canon law. The relevant text is:
Whenever January 1, the solemnity of Mary, Mother of God, or August 15, the solemnity of the Assumption, or November 1, the solemnity of All Saints, falls on a Saturday or on a Monday, the precept to attend Mass is abrogated.
As you can see, Christmas and the Immaculate Conception are not listed there. They are both HDO.
 
Yep. That was actually the case this past December 2019. The Second Sunday of Advent fell on December 8, so the Solemnity of the Immaculate Conception was celebrated on December 9. Since it was moved to December 9, the obligation was dispensed.

It was not dispensed, it was abrogated. And I believe that the precept to abstain from servile work remained in effect.
 
I’m from Italy and I’m in the same situation as I can’t attend Mass tomorrow due to a family event and I would like to know if I could just go at Sunday Mass…
 
Thank you. I have the habit of using the two terms interchangeably.
