I think there are several problems here… First, the faithful have the right to receive in the hand in the US. Regardless of the history or validity of the history behind it, it is allowed.
Second, we’ve argued a lot on CAF over “line jumping” so that the faithful who wish to receive from the priest can. Without derailing this thread to rehash that, there are some here who believe that the faithful have the right to receive exclusively from the hands of the priest. While I don’t necessarily agree with this position, I would find deliberate forcing of the faithful to receive from a lay person serving as an emHC to be very wrong. This creates unnecessary and potentially improper division among the faithful.
As a corollary, while the argument can be made that the faithful have the right to receive from the hands of a priest, same argument cannot be made that the faithful have the right to receive from the hands of the Pope.
Third, the norm for reception is standing. I would envision this creating a situation where the faithful were misled to believe the norm was kneeling at the prie-dieu.
