Depends on what you mean by “Catholic”. But there are plenty of Atheists out there that would agree with Catholic social teachings.

Perhaps. In my view though, they still wouldn’t be an acceptable choice for a Catholic to marry.
They wouldn’t have the same view of the sacrament of marriage and they would have no concept that the goal of marriage is to get each other to heaven. As far as I’m concerned that would make it an incompatible match.
