Well, now that you mention it, the idea of consecrating 4 bishops without even titular diocese is strange indeed. You can’t just be “bishop”, you have to be “bishop of X”. We’ve never had “independent” bishops in the Catholic tradition.

For the second one, if by “vigil Mass” you mean “Saturday evening”, then receiving on Sunday would be your first time that day, not second. When we speak of “days” with respect to receiving communion, we always talk about a normal 24-hour day, not a “liturgical” day.
