Here is a link for an onlike petition to the Bishops of England & Wales “to facilitate wider provision of Sunday Mass in the Extraordinary Form”.

I don’t think such petitions will make any difference as the decision to have a TLM is not at national or even diocese level. According to the Pope’s Motu Proprio it is to be allowed if there is a “stable group” in the parish then the priest can be asked to have at least one TLM per week.
Stable group has not been defined in terms of numbers or percentage of parishioners.
