Australian States Law Break Seal of Confession

This law is not through yet. Priests do not have to report anything and break the seal yet. It is still going through parliamentary process.
 
According to article it has passed parliament, now does the Queen have to give consent, is that the last step?
 
In Victoria the Bill has been passed by the first and the second house. It is now on its way to the Governor of Victoria for Royal Assent. So if there are no issues she will sign it. After that there has to be a commencement date. This could be immediately or could be some time down the track. That depends on education of the public and ironing out issues on its enforcement. How is it enforced? Is it going to be one word against another, will more bills need to be placed in the hope of becoming law, in the enactment of this one.
Ie, recording of confession, registering for confession,
That has to be thought through. Is the person saying he or she reported paedophilia to the priest genuine? How is it proven he or she did that and the priest did not engage in mandatory reporting.

Then witnesses, will those waiting in line for confession that day be called as witnesses.
Its a mine field in it operation.

The Governor represents the Queen in giving or not, the Royal Assent.

Isn’t the law of confession absolute…doesn’t the priest act only as the one hearing the confession and that the confessor…through the priest… is actually asking God for forgiveness…(or something like that)so the priest would be bound to obey that law even if it meant imprisonment …or worse…
