What part of scripture or tradition does the Church cite as giving it authority to ordain men to the priesthood?

The other day I was defending the Church’s teaching that it does not have the authority to ordain women to the priesthood. However, I was at a loss to explain where the authority to ordain men came from, other than Jesus making Simon “The Rock”.

As a followup, where do the three levels of ordination come from?
