Ban on foreign locum priests

Got a text from a dear old aunt today (she is a whizz at texting!).
She said that her parish and her Bishop were having a real headache because the UK law seems to prevent the visiting African locum priest covering the upcoming absence on vacation of their parish priest. She said it was due to the new “Multicultural non-earnings religious pratices” which prevents the foreign visiting locum from saying Mass as per the visa terms.
I’m not sure if dear old aunt has the wrong end of things here. Couldn’t track down anything on internet so far.
Any of you know if there is anything in this so that I can clarify with auntie?

There may be a problem in that it’s just a very temporary position, of course.

My guess is that he’s fallen foul of rules really meant to ward off an influx of (notional) Imams! 😉
