They are Catholic in a technical sense, but they are not yet fully initiated with all three Sacraments of Initiation. You need all three Sacraments of Initiation before you can go on to receive Holy Orders or Matrimony, and before you can become a god-parent, or a Catechist, or be employed in the office, or any other active function in the Church.
Not fully initiated is not the same as ‘not Catholic’. One need not be confirmed to get married – the Church would certainly prefer that one be but the ‘grave reasons’ for not conferring the sacrament before marriage is left up to the priest.

As far as working in the office, give me a break. Nobody asked for my sacramental records when they hired me, they couldn’t have cared less what my religion was, I was available and cheap. And they won’t look at your sacramental records if you want to join a committee.
