We’re going to have my BIL be a Godparent to our son who is soon to be born.

BIL is getting married to a non catholic girl in a few years. (they’re waiting until after college).

We would like to include his fiance since she will be apart of our family… I know that she can’t be a Godparent since she is not Catholic, so can she be a witness?
 
Technically she could be a “Christian witness” – but I would seriously consider this: she might change her mind about marriage in “a few years” and then where would you be?

I agree with Deacon Ed.

You only need one godparent of either gender. When two godparents are used, there is one of either gender, but they don’t have to married, engaged, or even parking on the same street. You can get any other female who is a confirmed, practicing Catholic who has no canonical impediments.

Sweet as you are to attempt to include her, if she doesn’t marry your BIL after all…
 
There is a real job in being a godparent. Choose Catholics whose witness you will want your child to imitate and whose knowledge is sufficient for catechesis: preferably beyond “sufficient”, but competent at the very least.
